C.alifornia regulations for emission related parts and accessories
California law regulates aftermarket parts for on- and off-highway vehicles that have the potential to affect emissions. California law prohibits the installation, sale, or use on the road or off-road of any emissions-related part unless the part is (1) a replacement part, (2) a modified or additional part that is an exception to the California Air Resources Board (“ARB”) or (3) any part installed on a vehicle used solely for closed track competition (ie, racing).
Spare part
A spare part is generally any retrofit part that is intended to replace an emission-relevant original equipment part and which is functionally identical to the original equipment part in all emission-related aspects.
Modified part or add-on part
A modified part is any retrofit part that is intended to replace an emission-relevant original equipment part and that is not functionally identical to the original equipment part in every respect that affects emissions. An add-on part is any retrofit part that is not a modified part or replacement part.
Closed course competition part
A closed competition part is a modified part or supplement that has received no exception from the ARB. A competition part may only be sold and installed on a vehicle that is used exclusively for competition on closed lanes. California dealers who sell parts for private competitions should keep records of the sale and / or installation, including date of sale, purchaser, name and address, vehicle information, and any work performed.
